The citizens of Gotham think Batman is causing more trouble instead of helping. Now the commissioner has issued a shoot to kill order on all capes and refuses to help Batman. Stephanie Brown manages to escape Black Mask but sufferered severe injuries. Batman and his team race around the city stopping criminals. Some of his teammates get injured in the process. Black Mask goes on the news revealing the whereabouts of the Batcave. He believes it to be in the clock tower so he takes the criminal underground there on live television and storms the building.
